Most of this section is empty, on purpose. No budgets, audits, procurement awards, or council minutes have been published yet. The live chain record (blocks, transactions, supply) remains available in the explorer at all times, that part is real and runtime-fetched.

Citizens, auditors, journalists, and foreign governments should be able to check the same record. The commitment is that if we say it, it is here; if it is not here, we have not done it. Today, almost nothing is here yet.

The default posture of the state is publication. Restricted information is the exception, and the rule that restricts it is itself published. The chain record is published today; the rest will follow.
